ABOUT THE AUTHOR

 Sérgio Augusto Soares Mattos was born in Brazil. He is on leave as an assistant professor of the Department of Communication at the Federal University of Bahia (UFBa.), at Salvador, Brazil. He is the author of numerous articles on mass media in Latin America, and the author of The Development of Communication Policies under the Peruvian Military Government (1981). Mr. Mattos is also the author of several poetry books, including two which were translated into English: Time's Sentinel (1979), and I no Longer Sing, I Cry (1980).

Mr. Mattos received his Bachelor's degree in journalism from the Federal University of Bahia in 1971 and his Master's degree from the Department of Radio-Television-Film, at The University of Texas at Austin in 1980. Presently, he is a doctoral candidate in the College of Communication, University of Texas at Austin.
